And now for the sad news: no vanity plates :(
After much research, I found that you can’t apply for vanity plates in this state without proper registration. But here’s the deal: you can’t get your car registered without purchasing plates. And you cannot apply for vanity plates whilst titling your newly purchased car, because you don’t have current registration yet. What a scheme. I went to the county office to address my fears. They were confirmed by the nice clerk who had obviously broken this bad news before to many motorists.
So basically I could still apply for plates now that it’s registered — but that’s an extra $179.00 on top of what I paid just today already. Sigh. $200 plates on an $1,800 bouncy house... Mmm. Might still do it later.

I believe in Texas it’s the same route, but for the first year they just charge you for the plate. The plate is a fee on top of your registration.

Here in Wisconsin I’m pretty sure you can get a vanity tag with a new registration. They’re also only $15/year above the $75 regular plate fee (which ends up being $76.50 after the online renewal convenience fee).
We also don’t have emissions testing, except in the seven counties in the southeast corner of the state , but they only do OBD testing, so all pre-1996 vehicles without OBDII ports are exempt. Real sticklers, I tell ya.

Would I have needed to turn in my Oppo card if I had incorrectly ID’d that? Because I was not 100% sure it was a Tercel. I mean the SR5 badge sure narrowed it down...

Nah, you would not be penalized for misidentifying a shoebox with plaid seats.

You would have to turn it in if you are in your 30s or older. But if you are younger you just did’t see any since they mostly all rusted away.
